OBJECTIVES OF THE PROGRAMME

To ensure that effective WHO country presence is established to implement WHO country cooperation strategies that are aligned with Member State's health and development agendas, and harmonized with the United Nations country teams.

    DESCRIPTION OF DUTIES

    1. Provide full administrative support; draft, review and revise correspondence, reports and documents for proper format and content in consultation with the supervisor, independently compose correspondence of administrative nature, take notes at meetings, provides informal interpretation/translation when required.

    2. Scan, record, refer and follow up correspondence and documents, evaluate the urgency or critical nature bringing them to the attention of the responsible staff. Inform and remind responsible staff of follow-up dates, response or specific actions, supplying supporting material as appropriate.

    3. Finalize all administrative and logistics preparations required for the organization of non-technical meetings with representatives from other UN agencies, MOPH, etc. related to administrative issues, as required and follow-up on recommendations.

    4. Initiate and process requests for procurement of goods and services, ensure compliance to the standard WHO guidelines on procurement, accuracy of information, completion of required supporting documents and check availability of funds, follow up with concerned parties the receipt of deliverables and finalization of payments.

    5. Using GSM, initiate local purchase requests for both catalogue and non-catalogue items in an efficient manner, monitor status and ensure timely process of requests and delivery of goods and services; draft purchase order amendments when required, provide justification and upload supporting documents in RMS.

    6. Prepare requests for price estimates for non catalogue items, obtain estimated costs from the Regional Logistics and Supply Unit or HQ, and implement related procurement decisions taken by technical staff.

    7. Draft bid invitations and related correspondence, compile offers, prepare summary of bids including information on price and conditions of offer, and draft the adjudication reports with recommendations for decision making.

    8. Register fixed assets in GSM. Ensure that office assets are bar coded and regular physical count is performed. Update and maintain accurate fixed assets and inventories data and reporting.

    9. Ensure that the office premises and furniture are kept in proper condition; arrange repair/maintenance when required.

    10. Maintain and update the suppliers' database including completion of the supplier evaluation forms for all suppliers contracted by WHO office.

    11. Brief colleagues on general office administrative process. Assist/replace administrative staff in the team and perform other related duties as required.

Qualifications & Experience المؤهلات والخبرات

    REQUIRED QUALIFICATIONS

    Education

    Essential: Completion of secondary education supplemented by administrative training particularly in fixed assets
    Desirable: University degree in business administration, social sciences or related field is an asset.

    Experience

    Essential: At least five years' progressive administrative experience including experience in procurement activities and fixed assets.
    Desirable: Relevant experience in the UN system.

    Skills

    1. Good knowledge of procurement regulations and procedures.

    2. Ability to train other staff on administrative matters.

    3. Very good organizational skills, ability to meet deadlines.

    4. Ability to translate routine correspondence.

    5. Good analytical, planning and sound organizational skills.

    6. Stress and time management skills.

    7. Knowledge of WHO systems, procedures and practices is an asset

    REMUNERATION

    WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at USD 18,997 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
